In 1937 the construction of a tenement house in V Lipkách Street (former Kollárova Street) was completed. The construction of the house took place between 15 September 1936 and 26 June 1937. The house was designed by the owner himself, the architect and entrepreneur Josef Novák. In the surviving plans, the tenement house was designed as a house with three floors and a basement. The street width of the house was 15.5m.
In the basement, there was a common laundry room with concrete paving, a drying room (also with concrete paving), a storage cubicle, a pantry, a room with central heating, and a studio apartment with a kitchen, a pantry, a hall, and a bathroom. The ground floor consisted of one apartment with a kitchen, a pantry, a bathroom, a toilet, and two rooms. There was also an apartment with a hall, a bathroom and a living kitchen. Josef Novák had his own office in this part of the house, which consisted of two working areas, a toilet, a storage room, and a built-in wardrobe. On the first floor, there were two apartments, each with a kitchen, two rooms with windows facing the street, a hallway, a pantry, a balcony facing the courtyard, a bathroom, a toilet, and two closets. The second and third floors had the same layout; on the third floor, however, there was an entrance to the roof opposite the staircase.
The façade of the house was designed in a purist way, with the basement windows facing the street. This part of the façade was covered with glazed tiles in a pea-green tone, which were found on the upper floors of the house, as well as the jambs (soffits) of the windows. There was also a flagpole at the top of the façade.
The building was constructed as a brick-lined reinforced concrete frame. The house had a staircase that was anchored into the walls and into the reinforced concrete parts of the house. It was equipped with a sewerage system, which led to the municipal sewer. The house was in use from 1 August 1937.
